Biography

Dr. Davis is a Senior Policy Researcher at RAND with over 18 years experience in conducting research in the areas of emergency preparedness, homeland security, and public health. Dr. Davis is leading, or has recently led, national and state-level surveys in the areas of public health preparedness, first responder preparedness, and preparedness of the private sector for terrorism and cyberthreats. Currently, she is leading the first nationwide survey on the impact of cyber crime on U.S. businesses for the Departments of Justice and Homeland Security. She also is co-leading a study on private sector preparedness and incentives for adopting terrorism risk management measures in the commercial real estate sector. In addition, Dr. Davis co-authored a book chapter on public health preparedness for weapons of mass destruction. Past research includes longitudinal surveys of state and local emergency response organizations to evaluate federal homeland security preparedness programs. Dr. Davis has a Ph.D. in Public Health from the University of California, Los Angeles and is a former National Institute of Mental Health Postdoctoral Fellow and former Pew Health Policy Fellow.
