Background
As Executive Vice President, Rich has been the institution's second-ranking officer since 1993. He also serves as cochair of the RAND-Qatar Policy Institute with Her Highness Sheikha Mozah Bint Nasser Al-Missned. Rich was formerly vice president and director of the RAND National Security Research Division and director of the RAND National Defense Research Institute, the federally funded research and development center that provides research and policy analysis to the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the defense agencies, the United States Marine Corps, and the United States Navy. He was also responsible for national security studies sponsored at RAND by the intelligence community, Department of Energy, and private foundations. He has published numerous classified and unclassified RAND reports, including studies of the B-2 acquisition strategy, trends in weapons acquisition, multinational coproduction of aerospace systems, various readiness issues, and other topics related to national defense. He previously served at RAND as Deputy Vice President, Director of the Defense Resource Management Program. Michael is chairman of the board of the International Institute of Strategic Studies-U.S.
