This broad combination of disciplines allows RAND Europe to provide its clients with multidisciplinary teams and innovative approaches, characterised by considerable methodological and technical depth. Policy relevance is assured by RAND Europe staff's experience in government, the private sector and the academic world. In this regard as well as with regard to disciplines, our research teams are composed of people who span this range of experience.

Current Job Opportunities

Senior Analyst — Science & Technology

The team has an international reputation in biomedical research evaluation and strategy and has built a strong relationship with the Department of Health Research and Development Directorate. This role will provide analytical support to the Senior Management of the Directorate. The ideal candidate will have an understanding of the UK health research system and the NHS, with experience in data handling and analysis. The role will involve developing and implementing R&D metrics and performance measures; collating evidence to inform decision making in the directorate and testing policy options through rigorous analysis. The role will be split between London and Cambridge, with 4 days per week based in the Department of Health in London

The ideal candidate will have an outstanding academic record (likely to include a PhD and/or policy background), proven experience of managing and delivering policy research, a drive for improving policy, good quantitative and qualitative research skills, excellent interpersonal and communication skills and the ability to engage with a diverse policy audience. Senior Analyst — Evaluation & Audit

This Cambridge-based team have the skills to assist in the evaluation and audit of public sector services. We have developed a unique analytical capacity to underpin and support the evaluation and audit work of European supreme audit bodies, European institutions, national and regional government bodies, charities and private organisations with interests in public policy. Our strategic partnership with the UK National Audit Office, issued in 2006, recognises our skills in audit and evaluation. Through this work, we have developed innovative ways to assess the efficacy and cost-effectiveness of public expenditures. The ideal candidate will have very strong quantitative skills.

Senior Analyst — Emerging Areas

This Cambridge-based team plays a key role in growing the organisation by acting as an incubator for new and emerging areas of work. Current core research areas for the team include migration and population, crime and violence, education and civil justice. Recent and current work includes trafficking and illicit drugs, ageing and low fertility in Europe, violent crime, the role of prisons in Islamist radicalisation, migrant women in the EU, alcohol policy and EU employment and social policy. In addition to the qualities outlined below in the Senior Analyst profile, the ideal candidate for this role will play an important part in developing new areas of work and client relationships while also helping to consolidate existing substantive research areas.

Senior Analyst — Health & Healthcare

Candidates for this post will have a strong track record of applied health research and a good undergraduate degree (UK equivalent 2.1 or better) in a relevant health or social science discipline. They are likely to have a PhD and should have a track record of peer reviewed publications in a relevant area. Candidates may come from a range of backgrounds including health services or health policy research, health economics or health management. There is preference for a candidate with quantitative research skills. Candidates should have good interpersonal skills, being able to communicate effectively with people at all levels. They should be able to work effectively in multi-disciplinary teams. The health research programme at RAND Europe is developing rapidly, with increasingly strong collaborative links both with researchers at RAND in Santa Monica and applied health researchers at the University of Cambridge.

It is expected that links to the University of Cambridge will increase significantly following the imminent appointment of a Chair in Health Services Research at the university, with the development of joint programmes of research between RAND Europe and staff based at the Cambridge School of Clinical Medicine.

The Information Policy and Economics team (IPE) researches the socio-economic, regulatory and organisational impact of Information and Communication Technology (ICT). We support private and public sector clients in dealing with the challenges and opportunities of technology induced change by researching trends and helping to deliver effective policies. Communications Assistant

Expanding RAND Europe's communications team is necessary to reach our goal of doubling our activity across Europe by 2012. You will assist the Head of Communications to play a key role in this small team helping to raise the profile of RAND Europe. This is a rewarding position to someone who can work across a general communications portfolio, but offers strong writing skills. This position provides an exciting opportunity to an enthusiastic person who is confident to take initiative and willing to broaden skills, given the increasing communication needs of an expanding organisation.

The ideal candidate
You should be educated to degree level and with at least two years' experience which has reinforced a commitment to general communications-type work. Having worked in an academic environment is desirable.

Also important are strong organisational skills to implement specified projects and manage information for both internal and external communications purposes. You will need to be a team player and work with others to achieve goals. You have a good telephone manner. Previous experience of Access is desirable but not essential.

Suitable backgrounds

Senior Researcher — Discrete Choice Modelling/Modelling Team

Due to the continued growth and success of RAND Europe, we are looking to recruit a Senior Researcher to support the Modelling team. The team has an exciting and growing portfolio of work for both public and private sector clients. The main focus of the work is on the application of discrete choice models to issues of policy interest. Much of the team's work is in the transport sector, developing advanced transport demand models; however, a significant and growing proportion of our work is also applying discrete choice modelling techniques to inform policy making in other sectors such as health and regulated public services.

The ideal candidate
You will have an outstanding academic record (good first degree and preferably a research Masters and or PhD in a relevant quantitative discipline) and proven experience of developing and estimating discrete choice models. You should have proven experience of business development alongside excellent project management and communication skills. In addition, a capacity to develop a European profile and experience of working for European organizations such as the Commission would be an advantage. Applicants are invited that either have specific expertise in the estimation of transport demand models, or the application of discrete choice modelling methods for public sector policy analysis.
